North East Cargo Link Alliance (NECLA)
The Interreg III B: North East Cargo Link project was driven by private and public interests in Finland, Sweden, Norway and Russia. The ultimate objective is to develop a multi-modal transport system between Russia, Finland, Sweden and Norway that could be further linked to the continent.
